The organization was established in 1992 by a group of youth in Hargeisa to respond to the precarious situation in the aftermath of Somalia civil war and to help the vulnerable women, men, children, IDPs and disable people to meet their basic needs
Moreover, HAVOYOCO is also registered in UK and USA which is mainly engaged in donor relations and fundraising. The headquarter office is in Hargeisa and it has offices in Burao, Borama and Erigabo, of Somaliland. Similarly, HAVOYOCO has offices in Jigjiga and Diredawa of Ethiopia. The governance structure of the organization consists of general assembly, board of directors (two female and three male), two country Directors in Somaliland and Ethiopia and senior management. The organization has proven and well-established policies and procedure which guides for its operation and program implementation. Functional policies of the organization include, financial, procurement and logistics, Human resource, Child protection, gender and risk management to mention some. According to Harmonized Approach to Cash Transfers (HACT) conducted by UNICEF (2013) and UNPD (2015) in which HAVOYOCO was categorized as low risk organization. Similarly, HAVOYOCO fared good to the Due diligence exercise of OXFAM GB (2015).
